MoRTH Proposes Higher Power Limit For Low-Speed EVs
September 15, 2026 • National
The Ministry of Road Transport and Highways (MoRTH) has proposed raising the motor-power limit for low-speed electric two-wheelers from 250 watts to 600 watts through a draft amendment to the Central Motor Vehicles Rules, 1989.
Under the proposed changes, the vehicles would still have to maintain a maximum speed of below 25 km/h. The existing 60-kg unladen weight limit may also be removed, while the applicable registration exemption would continue for vehicles meeting the required safety standards.
The move could give EV manufacturers more flexibility to develop and improve low-speed electric vehicles. However, the proposal has also sparked concerns around road safety, enforcement and vehicle classification within the industry.
